Meta (Facebook & Instagram) Infrastructure Setup Guide

The Foundation of Scale. Most ad accounts are built to failβ€”fragile, unverified, and one policy flag away from total shutdown. This guide builds the Proscris Standard infrastructure: verified Business Managers, dedicated ad accounts, pixel/CAPI redundancy, and domain verification. It’s the difference between a campaign that scales and an account that gets banned. Inside: Complete setup checklists, asset ownership protocols, and the architecture of stability.

Facebook Page Creation Β· Business Portfolio Β· Ads Manager Β· The Three-Platform Ecosystem

Proscris Agency β€” Client Onboarding Document 1

Prepared by:

Scope: Facebook Page Creation β†’ Page Access β†’ Meta Business Suite β†’ Meta Business Portfolio β†’ Meta Ads Manager.

⚠️ Before We Begin β€” The Most Important Thing You Will Read:

There are three separate platforms inside the Meta ecosystem. Most business owners have only ever seen one of them β€” and it's the weakest one. This document will walk you through all three, in order, so you understand exactly what you own, what we manage, and why each layer exists. Do not skip ahead.

PART 1: THE FOUNDATION β€” Creating Your Facebook Business Page

Your personal Facebook profile is yours. It is not a business asset. A Facebook Business Page is a public-facing identity for your brand. It is what appears in ads, what people follow, and what connects to all advanced advertising infrastructure.

Step 1.1 β€” Log Into Facebook

  1. Go to facebook.com
  2. Log in with your personal Facebook account (email + password). You must have one to own a business page.
  3. Pro tip: Enable Two-Factor Authentication (2FA) on your personal account immediately.

Step 1.2 β€” Create Your Business Page

  1. Click your profile picture icon in the top right corner.
  2. Select "Create" β†’ then "Page".
  3. Fill in:
    • Page Name: Your exact business name.
    • Category: Up to 3 descriptors (e.g., Health & Wellness, Medical Spa).
    • Bio: Short description (100 characters).
  4. Click "Create Page".

Step 1.3 β€” Build Out Your Page Profile

Element Where to Set It Recommended Spec
Profile Photo Page Settings β†’ Profile Square image, min 196Γ—196px. Use your logo.
Cover Photo Top of Page 1640Γ—856px. Brand imagery or value proposition.
Username Settings β†’ Page Info e.g., facebook.com/YourBusinessName
Call-to-Action Top of Page "Book Now," "Contact Us"

Step 1.4 β€” Your First Post

Publish at least one post before inviting anyone. An empty page undermines ad credibility.

PART 2: PAGE ACCESS β€” Adding a Manager

Access Levels Explained

Access Level Capabilities
Partial Access Create posts, respond to messages, manage ads. Cannot add admins.
Full Control Everything above PLUS add/remove admins and delete page.

⚠️ We do NOT ask for your personal password. Access is granted through Facebook's secure system.

Step 2.1 β€” Adding a Manager

  1. Go to your Business Page β†’ Click "Manage".
  2. Click "Page Access" in the sidebar β†’ "Add New".
  3. Enter name/email β†’ Select Full Control (for agency) or Partial Access (for staff).
  4. Click "Give Access".

PART 3: UNDERSTANDING THE META ECOSYSTEM β€” The Three Platforms

They look similar. They are not the same. Confusing them is a costly mistake.

πŸ—‚οΈ PLATFORM 1: META BUSINESS SUITE

URL: business.facebook.com

Best For: Content management, inbox, community engagement.

Think of this as the "front desk". It is NOT where serious advertising happens.

🏒 PLATFORM 2: META BUSINESS PORTFOLIO (Formerly Business Manager)

URL: business.facebook.com/settings

Best For: Asset ownership, permissions, agency collaboration.

This is the "secure container" or title deed for your digital assets.

πŸ“Š PLATFORM 3: META ADS MANAGER

URL: adsmanager.facebook.com

Best For: Professional advertising campaigns, targeting, ROI tracking.

This is the "engine room" where real growth budgets are deployed.

PART 4: SETTING UP YOUR META BUSINESS PORTFOLIO

Step 4.1 β€” Create Your Portfolio

  1. Go to business.facebook.com β†’ "Create Account".
  2. Fill in business name, your name, and business email.
  3. Verify email.

Step 4.2 β€” Add Your Facebook Page

  1. Settings β†’ Accounts β†’ Pages β†’ "Add".
  2. Select "Add a Page" β†’ Enter page name/URL β†’ Confirm.

Step 4.3 β€” Add/Create Ad Account

  1. Settings β†’ Accounts β†’ Ad Accounts β†’ "Add".
  2. Select "Create a New Ad Account".
  3. Set Time Zone and Currency correctly (Permanent setting).
  4. Add payment method.

Step 4.5 β€” Install the Meta Pixel

  1. Settings β†’ Data Sources β†’ Datasets / Pixels.
  2. "Add" β†’ "Create New Dataset" β†’ Name it.
  3. Install via Partner Integration (WordPress/Shopify) or manual code.

Step 4.7 β€” Grant Agency Partner Access

  1. Settings β†’ Users β†’ Partners β†’ "Add".
  2. Enter Agency Business ID: [Provided by Agency].
  3. Select assets to share: Page, Ad Account, Pixel, Instagram.
  4. Assign permissions (Full Control for Page; Advertiser for Ad Account).

PART 5: META ADS MANAGER β€” The Engine Room

The Architecture

CAMPAIGN (The Objective)
└── AD SET (The Audience + Budget + Placement)
└── AD (The Creative β€” what people actually see)

Level 1: Campaign Objectives

Objective Optimizes For Use Case
Awareness Reach Visibility only
Traffic Clicks Site visits
Engagement Likes/Comments Social proof
Leads Form Fills Primary Service Goal
Sales Conversions Primary Revenue Goal

PART 6: THE CRITICAL DIFFERENCE β€” Ads Manager vs. "Boosting"

Why Boosting Is The Floor, Not The Strategy

Factor Boost Post Ads Manager
Objective Engagement (Likes) Leads / Sales / Revenue
Targeting Basic Advanced / Custom / Lookalike
Placements Feed Only All (Reels, Stories, Audience Network)
Creative Single Post A/B Testing / Dynamic Creative
Optimization Vanity Metrics Business Outcomes

The Deception: You paid to get likes. Not leads. Not customers. Not revenue. Boosting optimizes for people who click "like," not people who buy.

PART 7: QUICK REFERENCE β€” The Three Platforms

Feature Business Suite Business Portfolio Ads Manager
Best For Content/Inbox Ownership/Assets Professional Ads
URL business.facebook.com .../settings adsmanager...
Ad Creation Boost Only No Full Control
Pixel No Setup Only Full Management

INTERESTING FINDINGS

  • Rebrand: "Business Manager" became "Business Portfolio" in 2024, causing confusion in outdated tutorials.
  • Boosting CPM: Boosted posts often show lower CPMs, misleading owners into thinking they are "cheaper" while delivering zero ROI.
  • Interest Targeting: Detailed interest targeting was retired in March 2025; the algorithm now relies heavily on Pixel data and Broad targeting.
  • 2FA Mandatory: Two-Factor Authentication is now required for all Business Portfolio admins to prevent lockouts.
