π META AGENCY INFRASTRUCTURE SETUP
From Personal Admin to Proper Agency Entity Β· Business Portfolio Architecture Β· Client Partner Access Β· Agency Verification
The Core Problem We're Solving:
Right now, many agencies operate by having their founder's personal Facebook profile added as a page admin directly to client pages. This is the equivalent of a contractor doing work from the client's own office using the client's computer, under the client's name. It's functional but fragile β tied to a personal identity, unscalable, and risky. The fix is structural: moving to a formal Agency Partner model.
SECTION 1: WHY AGENCY ACCESS IS SUPERIOR TO PERSONAL ADMIN ACCESS
The Personal Admin Problem (Current State)
| Risk Factor | What It Means in Practice |
|---|---|
| Tied to personal profile | If your personal account gets flagged or hacked, you lose access to every client page simultaneously. |
| No business separation | Zero legal or operational line between the individual and the agency entity. |
| No scalability | You can't assign team members under your name. Every new hire must be added manually to every client page. |
| Audit/offboarding risk | No clean record of what was managed, when, or under what authority. |
The Agency Partner Model (Future State)
| Advantage | What It Means in Practice |
|---|---|
| Formal Entity Recognition | You operate under a Business Manager that represents the agency β not a person. |
| Clean Asset Separation | Clients own their assets; you access them as a partner. You never own them. |
| Team Scalability | Add team members to your Business Manager once; they inherit access to shared assets. |
| Professional Offboarding | Ending an engagement is one button: remove partnership. Clean, legal, documented. |

The Golden Rule: The client ALWAYS owns their assets. We ALWAYS access them as a partner.
SECTION 3: SETTING UP PROSCRIS'S AGENCY BUSINESS PORTFOLIO
Step 3.1 β Create the Agency Portfolio
- Go to business.facebook.com.
- Click "Create Account".
- Use the official agency email (e.g.,
robert@proscris.com).
Step 3.2 β Business Info & Security
Complete all Legal Business Info settings and enable Two-Factor Authentication immediately.
Step 3.5 β Verify Your Business (Priority)
Business verification unlocks higher ad spend limits and advanced features. Go to Security Center β Business Verification.
Step 3.6 β Add Team Members
Assign team members as Employees within your Business Manager. Do not add them directly to client pages.
SECTION 4: ONBOARDING CLIENTS INTO THE AGENCY STRUCTURE
Step 4.1 β Get Your Agency Business Manager ID
Found in Business Info. This ID is what clients use to grant you partner access.
Step 4.2 β Client Setup Protocol
- Client creates their own Business Portfolio.
- Client goes to Partners β Add.
- Client enters Proscris Business Manager ID.
- Client assigns assets (Page, Ad Account, Pixel) with permissions.
Step 4.3 β Migrating Existing Clients
- Phase 1: Client adds Proscris as a Partner (Bridge built).
- Phase 2: Proscris confirms access works in Agency Business Manager.
- Phase 3: Client removes Robert's personal profile from page admin.
Migration allows for a clean break from personal liability without disrupting operations.
SECTION 5: THE AD ACCOUNT OWNERSHIP QUESTION
Model A: Client Owns Ad Account β Agency Accesses as Partner
β The Standard. Client creates account, pays bill directly to Meta. Agency manages. Maximum transparency.
Model B: Agency Owns Ad Account β Client Pays Agency
β Avoid. Client loses data if they leave. Creates liability. Only use for temporary tests.
Model C: Agency Account with Client Card
β οΈ Situational. Gray area ownership. Avoid unless necessary.
SECTION 6: THE META BUSINESS PARTNER PROGRAM
The badge signals professional agency status. Requirements:
- Active, verified Business Portfolio
- Consistent ad spend (~$750k+ in 180 days for badged status)
- Proven performance results
- Clean policy record
Strategy: Build infrastructure first (0-90 days). Accumulate spend and case studies (90-180 days). Apply for badge (6-12 months).
SECTION 9: THE MIGRATION CHECKLIST
Phase 1: Build Agency Infrastructure
- β Agency Business Portfolio created
- β Official email used
- β Business Verification submitted
- β Agency House Ad Account created
- β 2FA enabled
Phase 2: Migrate Clients
- β Send Partner ID to existing clients
- β Confirm Partner access granted
- β Test access in Agency Manager
- β Remove personal admin access
Phase 3: Hygiene
- β Internal client tracker updated
- β Team access roles defined
- β Offboarding SOP documented
APPENDIX: KEY TERMS GLOSSARY

INTERESTING FINDINGS
- Ad Account Lock: Ad accounts added to a Business Manager cannot be removed. This is why Partner Access (where client retains ownership) is critical.
- Spend Limits: Agency Business Managers receive higher initial ad spend limits than new personal accounts.
- Transferability: Business Portfolios cannot be transferred between owners. The creator is the primary admin forever.
- Migration Safety: Removing personal admin access does NOT break Partner access; they are independent connections.
